they are a volvo specialist and ive had a couple different guys tell me tht the actuators and the turbos are calibrated together so that while its technicaly possible to replace the actuator its not assured to work and if they do they may not work together quite as they ought to.
one indicated that its an important issue for this turbo/actuator but not so much for others which is why others say they can be replaced independently.
