Have you contacted any turbo specialists or actuator specialists. I too was told by volvo that the turbo needs replacing as the actuator is part of turbo. At time of manufacturing they are correct,however as time has gone on there are places that repair the actuator. Like my v70d5. Contact the specialists first then you will know one way or the other
