As Tannaton, there are mechanics that are 'quick' to say a small leak at the shaft seal means it's not good. Which is false.

Is the steering heavy or the pump makes noise? First step is to ensure is has the correct fluid which I believe is Pentosin although some early ones took transmission fluid (not sure).

No such thing as refurbished pump: the bore that gives the pressure cannot be refurbished. Refurbished means two new seals (not really needed), a good cleaning so it looks like new, and a new pulley wheel.
