To be honest, I forgot to install the new ring but cannot imagine in what way this could be crucial. It seems to me that the rubber will quickly wear out anyway and is better replaced by a steel washer instead, should you absolutely want to fit it.
OS or NS will not make any difference. Theoretically the lever will move slightly in the opposite direction, but I doubt if the difference is noticable.
I would suggest a copper or aluminium washer instead of steel Rob for the simple reason that both are softer and will be sacrificial in terms of wear. Much easier to replace a copper or aluminium washer than a major part of the linkage due to wear.
