Does it have an internal fuel pump as well? If so, you have described the classic symptoms of a failed internal pump. The car will still run, but the external pump has to work harder, particularly when the fuel level gets low, hence the noise. The strain will eventually wreck the external pump too.
Or if you just have the external pump, it could either simply be worn, or working hard because of drawing air, or overcoming a constriction in the pipe, or a partly blocked filter. I think measuring the current it draws can tell you a lot about what it is up against - can't remember the figures, but they are in Haynes.
