There are only one or two independents who can programme a key for the P2 platform, they have to be vetted and registered by Volvo, they have to call Volvo while the car is with them to programme the key. Volvo send a file to their computer which is then loaded to the key/car and the operator can add or remove unwanted keys. I paid £300 last year for mine, the local dealership was over £400 at the time and I think it's around £430 now.
I now have two keys programmed to my car (missing keys removed from the system) plus the cloned key the dealer I bought the car from supplied

2 keys coded (the clone key does not show up as it is an identical copy of the original key, but it does unlock/lock and start the car)
