Here's an annoying addition but my pumps always whine. Both were replaced two years ago when they died together, both wired in and checked when they were put on the car (so they're definitely working) and both make a quiet but audible whine when they're running.
They might be broken or they might just be whiney pumps and yes, I'm sure they both work.
