It means if we couldn't win your business because of price before we have a greater chance of doing so now. The access criteria itself has not changed I'm afraid.
I'm waiting to see what the criteria is for this forthcoming new provider but I suspect they'll have similar views on the marginal postcodes. Let's hope not.
