All items mentioned by Bewsa are controlled from the Rear Electronic Module (REM)
The fuel gauge is an all electronic affair so if it doesn't work there is no power to the REM or the can-bus is faulty.
To begin with check the fuses in the REM, especially No 1 and No 2.
If this doesn't solve the problem check the wiring for the can bus. The wiring starts in CEM(located above the feet of the passenger) and ends up in REM(located according to pierremcalpin screenshot). I think the color coding for the can-bus wiring is one yellow cable and one green cable.

If it is an ex Police car the wiring behind the dash can be messy/dodgy
