Hi smarkc, I have had the same problem with my 98 V70. I have no idea how to post links so have a look at my threads of 2nd January this year under "Headlight adjustment" and thread of 13th February this year "horizontal headlight adjustment". As the levelling switch moves the beams up and down it indicates that the rods are connected to their sockets.
Try adjusting the offending h/light beam down with a 6mm allen key. The hexagonal adjuster is at the back of the h/light. Hope this helps. jack.
