Default 1997 V70 downstream O2 sensor

Playing with a new Scantool I appear to have found a problem with the 02 sensor downstream of the cat. The system is going closed loop but with an O2 sensor fault. If I scan the voltage on the sensor it says it is 0 volts. If I disconnect the wiring to the sensor all the scanned data appears to be the same as with it connected! There is no lamp lit.
Am I correct that this sensor should be giving a varying voltage with smaller amplitude than the upstream one? How come no Check Engine lamp?

It is the ISO K-Line Interface from here:

It is supplied with the software from Scantool:
http://www.scantool.net/software/index.html
The interface should work with other software written for the ELM chip. I have not got around to trying it yet.

I have the ELM based ISO reader which I ordered and built up. I also have the Alex Peper scanner and a hand held scantool too....not to mention the onboardiagnostics.co.uk ABS code puller. Unfortunately my car is not OBD compliant even though it has a socket labelled OBD2! The ABS reader works fine and helped me locate a wiring fault. Let me know how the elm based scanner performs.
