Default Holes in the parcel shelf

The rear parcel shelf on the 164 has two very neat holes about 10" apart behind the armrest. They go right through and look so tidy they must have been from the factory.
The only reason or use I can think of is for bolts to fix a child's car seat or harness for the centre of the seat.
Can anyone confirm this? If so I would think the fittings are no longer obtainable or suitable for todays car seats but would be interested to know.

Without measuringI would guess about the size to take a seat belt fixing bolt.
