Default Overly obstructive key cutting shop?

Hi all, as my spare key has completely lost the top black part leaving me with just the blade and the main key headed the same way, I attempted to get one cut today, and the shop, although being able to cut one and having the correct blank, refused to do it. I explained that my spare key has a washer welded to it for now and that I can start and drive with that key minus the top piece where the chip is, but as he scanned my main key he said he'd need something in writing from Volvo confirming that he wouldn't be liable for any immobiliser issues this might cause if he made a chippless one , which it won't, because the immobiliser obviously doesn't work, it's a 16 year old car for Petes sake . The top part of my welded key is in the tea room at work and I was able to drive the 3 miles there and back without it so the immobiliser bears no relevance. Am I over reacting or is the guy in shop just being a bit of an @rse, as I would have probably bought 2 if he would have actually done it.

Sounds stupid.
Just email a clear picture of it to Jim Mann:
telecommann@hotmail.com
He will cut it from the picture (I filled in the 'cut' part with a sharpie for added resolution). The added benefit is that he will supply you with the original Volvo Key code, so you just need to quote the code in future for a new key. You can choose a 'solid' key (cheaper) or one with a tray for the tansponder. Cost for me was £11 delivered signed for for one with a tray, which is pretty good given the fast and good service. Make sure you say it is for a V40 as it is different from other Volvo keys.
