Diesel oil filter holder

When changing the oil filter on my 2.4 diesel, after removing the filter element the black mesh plastic tube is able to wobble around a little on its seating in the black cap . Is this normal?

Yes Brendan is one of my favorite posters, and he also has the same W after his name which means exactly the same most nights.
