Default 122 rich mixture

Here is a question to tease those who used to work on cars before chips took over. My 122 has a reasonably recent Tony Barrett engine in it (he does know how to do a nice refurb). When I fitted in a couple of years ago I did all the right things (new filters, plugs, points, leads, dis cap etc) but refitted the old carbs which are old! If I keep the mixture rich it pulls well but soon fouls the plugs matt-black, is rough on tickover and does about 20mpg. If I adjust the mixture to what should be right it is sluggish with poor throttle response. Incidentally, the distributor is still the original.

Do I have to do a carb exchange? Any other ideas? Should I just see a doctor?
