Default EGR 'Learn'?

My car shows only one error currently - P0406 EGR Sensor A Circuit High.
I had a garage take out and clean the EGR, he told me that he could still see a crack of light through it even when closed. So when the error persisted I (stupidly) just threw some more money at it and got a new EGR from Volvo (£199 from FRF). The error is still there.
(The car drives fine BTW, I just wanted to be confident the car was 100%).

Does the EGR need to learn its position or something? I've tried clearing error codes (using torque) but it won't clear.

Thanks

The car will learn the egr on its first switch on of the ignition but that's it, it doesn't need to learn over a period of miles

Perhaps it just needs a better 'clear' from a proper Volvo system?
