with almost 30 years of driving experience with artic's i have yet to see one that is actually doing the speed the speedo says, it's always set higher so the manufacturer does not get sued for a speeding ticket, most if not all speed limiters run off the speedo so are also reading higher, if you check with a sat nav, on a level road and steady
speed you will see how far out they are.
Now that is interesting, I drive a sprinter with digital tacho, the governor is controlled by the tacho not the speedo. Limit set to 56 mph when speedo is reading 60 mph and tested against sat nav the tacho is accurate. Mercedes offer a range of governed speeds on the sprinter but because of the weight mine was tachoed and limiter runs from that. It was all part of the versalift conversion of the new vehicle.

If they're on a motorway, the answer is no because the limit is 60.
If on a single or dual carriageway, then yes because 54 or 57 is speeding regardless.
