Difficult to say but if it appears to remain wet all the time then it does look like the radiator has maybe cracked at the union which is now leaking water. I would get it up to full temp and therefore pressure and see what it is doing. If it is never dry then it is leaking because when it is hot it would dry out - even if it does appear to dry out if soon after it is wet again it is leaking for sure. Sometimes they oddly don't leak when hot and under pressure. I have seen leaks like this left for many 1000's of miles without major incident, but on the occasion it went south quickly the owner cooked their V70 2.4 head gasket!

The dry bit could be anything, spilt oil or something from years ago. Ignore it unless it gets wet with something again. Intercoolers only really leak well, air and oil if they leak, you wold see a spray of oil or a blow-by marks if it was leaking from somewhere.

Do you have any coolant level issues?

I cooked my HG due to my radiator splitting just below the top hose just before Xmas.
It pressured my system and brought the low level on but rushed back on releasing the rad cap.
After the HG change the garage found the cracked rad.
