It needs to be programmed by a dealer or specialist for it to actually function. I can only assume the car had the basics, but it was never hooked up/programmed to begin with (hence why cruise never worked).

It needs to be programmed
My 2002 V70 D5 didn't have cruise control either. I installed the buttons and afterwards a specialist (doublebug is his username) programmed my car over the internet after I downloaded and installed a software developed by him. It was around 10-15% of the price the Volvo dealer asked (around 500 EURO).
