Default Harmonic balancer timing marks?

Partway through replacing the timing marks belt, and I've got the harmonic balancer in my hand. I'm wondering if it is shot. The keyway that fits on the crank sprocket is not lined up with the white timing marks on the rim of the pulley. Should they be lined up? Or are they offset when new?

If the balancer is done for, is there another way I can be sure I have the crank and cam lined up?

Well, after trolling through god knows how many google permutations of angle offset crank crankshaft damper harmonicbalancertimingkeywayblahblahblah I tracked down a picture which has reassured me. My balancer is not FUBAR. It is completely normal. And having found the crankshaft alignment mark on the actual block (on one of the ridges on the alloy plate carrying the crank/accessory seals) everything lines up.
