That's right, once the nuts are a turn or so loose they should be finger tight.
If not , rotate the engine till they slacken. It took me a couple of tries before I hit the right spot. |

OK, I get that but what about the spring pressure - isn't there a spring pushing outwards?

When the pushrob is on the heel of the cam the spring is constrained in the pump so that there is a slight clearance like valve to cam clearance.
