As above - go back to the "provider" and ask that that they complete the task for which they have been paid. Hopefully that will be enough for them to correct their "oversight", further, if you paid for the work using a credit card you will have redress under the implied guarantees re the over £100 cost - if the garage fails to correct the problem or denies risk, the correction of fault for which you have paid, you will have actionable recovery via the credit card agreement/guarantee.
Consider contacting your local trading standards office (via local council) but above all else do not take a passive approach confrontation with regard to their failure often produces a positive result without further recourse. HOWEVER, if all else fails you have the option to seek restitution of funds on the grounds of "failure to satisfactorily aka safely complete" / or perhaps even reckless endangerment by neglect etc. via the small claims court - for the sake of a fee which is recoverable, why let dishonourable proprietors leave you and your passengers at risk whilst they steal your money via misrepresentation or false pretences?

It wasn't the wheel nuts, that were tight, they came off easy enough. It was the wheel itself. It was almost stuck on
