Let's go simple first. Check each glow plug and replace the one that maybe faulty!

Let's go simple first. Check all the glow plugs independently and change the one plug if one is faulty. It happens, I have replaced the odd glow plug before.
Just a thought for you.
If you have a light bulb in a light fitting in the house fail, you don't usually change the light bulbs in the same fitting that are ok!
Common sense.

If one is faulty, renew the set - they have had equal use so will likely not be far behind and you don't want to find yourself stuck when the others fail!

No but you change the corresponding light bulb in the opposite cluster/housing! Same reason as the glow plugs, they won't be far behind not to mention with bulbs, they are likely to upset the BFU on older Volvos due to mismatches in resistance due to use/age and worse than that, will give different light outputs.

Stop being a skinflint and run your car properly!

Well Being honest in 42 years of motoring I only ever replaced as regards to bulbs what needed replacing. Never changed the mating bulb in the opposing side. Would never change both headlight bulbs at £40 approx each if only one had failed
As regards to glowplugs. I've had one fail on one of my cars at 50k the next at 80k which in my case was 3 years later! Now at 100k two of the glowplugs are original from the cars manufacture. I am tight but if you asked the majority of vehicle owners as far as bulbs are concerned I think the overwhelming majority would only replace the one imo.

How much EACH for those headlamp bulbs?

As for your glowplugs, it's a false economy not replacing them as a set of 4, two of them will be working fairly well and the other two struggling. As such it will eventually FTP but meanwhile your starter is being overworked.
If you had put it into any self-respecting auto electricians they would have changed them as a complete set.

On the bulbs, for the cost of buying two stop/tail bulbs, indicator or similar bulbs which are often cheaper to buy in packs of 2 or even cheaper to buy in packs of 10 i really don't see you saving money buying one at a time. Even headlamp bulbs are often cheaper in packs of 2 and given many modern Volvos need the front bumper and other major parts removed just to access the headlamp bulbs, it's going to be cheaper on labour to do that once and if you do it yourself, much less hassle to do it once rather than twice, with the second time being not long after the first.

Hi I think you will find any self respecting auto electrician with experience of glowplugs would advise you to take it to a diesel injection specialist who can deal with breakages as they can frequently break when trying to remove them leading to large repair bills
On the V60 and XC60 the headlamps can be removed in a matter of seconds by pulling out the plastic wedges that secure them
Last time I looked the cheapest hid xenon bulb I could find was £39.99 but that was 4 yrs ago

No, i wouldn't.

Ah, you have the lolly sticks, you're lucky in that case! Picked at random so not sure if they'll even fit but there are many with different fitments at similar prices for a pair :

Sadly not even close, D1S Xenarc Hid name brand bulbs are still £30 - £60
Those that you spotted are described as being only suitable for aftemarket hid conversions which are themselves now no longer road legal ( since January )

That's Nightbreaker Unlimited H7 for a pair. You don't necessarily have to buy the brand name and as i didn't know exactly which bulbs your took, i picked, as i pointed out, a random pair to illustrate the point they don't need to be £40 for a single bulb!
