Diesels generally don't need a higher cold fast idle so tend to idle at or just slightly above their normal idle speed and cope with the cold with a little more fuel and advancing the injection timing to give that fuel longer to burn in the cold conditions.
Petrols tend to misfire when cold due to a weak mixture being the hardest to fire so enrichment and a higher cold fast idle is necessary to prevent misfiring, flat spots and stalling. Unless yours is cutting out/misfiring when cold, i wouldn't worry too much about the idle speed being slightly lower than a petrol when cold.

There is a little cough or 2 still, i think thats the dodgy glow plug connections though, prob need to go back under the hood and twiddle again.
