Oddly enough one cheap but rather experimental way of increasing power and reducing fuel burn rates from any engine is to use thinner oil. The 1.9D is just about OK for an 0w30 major brand full synthetic, so if you keep the OCI short an 0w20 full synthetic should be OK unless the air temp gets above 35c (That's the limit for any Xw30).
I would beef up the oil with a full can of LM Ceratec, but the main bearings are real tough so it's worth a gamble if you like experimenting. The German VW TDI tuners do just that and their main blocks are weaker than the F9Q2.

Wild guess but a 15w40 HDEO to an 0w20 would be worth about 10% in extra power and fuel economy terms. It might even be more in winter if you can find one of the new 0w16 oils. Related Sunday reading:
http://www.carsmagazine.ca/features/ultra-thin-oils/

No idea what kind of increase in oil consumption would result, but luckily the 1.9D is not an oil burner or dripper.

The ramblings of a mad man!!!!!!!
You've got too much time on your hands to be googling crap like that!!!

They were de tuned slighty cos BMW did not want the diesel to be as quick as the M3/4, how do i know this? i work in a BMW main dealer, all the diesels made by BMW these days are damn powerful, you wanna try a Mine cooper sd, pocket rocket on wheels.

To keep this in perspective perhaps I should have also mentioned my budget was a grand total of £1000.
Just seems good fun to drive and averaging a whopping 25mpg!! Kinda reminds me of my little CBR400 the way you have to keep the revs up. As this has turned into a speed thread, it doesn't feel anywhere near as 'ooomphy' as my old Passat TDI estate I'm gonna scrap tomorrow. Just saying........
