Why? You don't pay Road Tax, do you?

I consider that insurance should be compulsory so that when they scoot up the inside and scratch a car they have the means to pay for the repair, how you would police it is another problem.

What I think you are trying to say is that, under the Road Traffic Act where the majority of the laws for vehicle drivers are defined, there are no offences that a cyclist could be guilty of. Pedantically you would still be wrong as there are a number of offences in the RTA that would gain you license points as a road user regardless of the method of transport. They may not be a common judgement but they can be given, such as the offence of being equipped to steal a car.

What I have been trying to point out is that the mantra of 'penalty points cannot be given to cyclists' is wrong.

It can and has happened, it may be a rare occasion but that is because most vehicle cases are dealt with by Magistrates who would limit themselves to the penalty on the schedule of the various Acts, but if they feel it is a suitable punishment a Judge can give a penalty of points on vehicle license up to 12, forcing disqualification.

I that really such a common occurrence that it warrants compulsory insurance with all its associated costs?

I suppose if they have the power of ESP they may consider me that, and more.
In the eyes of the law you suffer road rage due to your intolerance of other road users and a driver awareness course would help you get over this and become a better driver. (doesn't always work of course, some people are beyond help)
