To be honest, im not that fussed about the tie-rap fixing on mine.

Its a thick grade, doesnt rub on anything and has been there for a good 4 years and 50k miles, so doubt its going to go pop any time soon.

Next time im at the dealer for whatever reason ill mention it to them

I am also not condoning the fix, as it, at best, should have been temporary, however you would be gobsmacked at what a properly specified ty-wrap/cable tie can support, far, far in excess of any strain or pressure the power steering hose in question can generate, but it is horses for courses.
Leaving specific cars out of it - if you look at the history, on day 1 there was no clip or restraint of the hose at that position - during design and testing of the 185 engine facelift it would appear to have been decided that it was not needed and no problems were observed. I'm assuming that on some cars some time later dealers reported problems with the hose changing shape or position and contacting the fan, so a cable tie/tie wrap was used to prevent this. I don't see that the pressure in the hose will add much to the loading - it needs to move and flex as it runs from the engine mounted pump (which moves with the engine) to the subframe (which does not move). I am curious as to what it should be tie wrapped to as on some pics it appears to be the wiring loom to the starter/alternator.

Another point is that on the earlier 163 BHP D5's there was a P-clip that bolted on to the EGR valve front pipe.

Is there a difference in the actual length of the hose? Earlier cars have a shorter hose and are clear of the cooling fan?

After reading this went to check mine and it appears the plastic clip holding the power sterring hose to the electric cable is broken as per A lex photo and Dewson03 photo . Looking at the p clip mine has not got the same connection under the bonnet for that in fact mine is the same as A lex so for now there is a tywrap until I next visit the dealer to either replace the plastic clip or see if I can get the mount and p clip .

Default Mine too

Just checked quickly, and I do have a tie wrap, next to what looks like a broken clamp. That's a double bodge, not fixing the clamp and putting a tie wrap instead. The tie wrap is also rubbing against the edge of the engine cover, so is severely weakened. This is pants.
Will go get it sorted out.

Default UPDATE latest information

12/06/2015

VSB have received notification that Volvo engineers have inspected my car.

A notification of compliance i.e. an idea of how Volvo are going to fix the problem is expected by 22/06/2015 to VSB.

if no formal response is received from Volvo further action from VSB will begin.

Volvo may be granted an extension to this deadline if acceptable explanation is given by Volvo, but non-compliance by Volvo at any time is a very serious issue.

I very reassured in my update from VSB that they are on top of this issue.

Just to remind thread readers there is NO FIX at this time and therefore NO PARTS available so no main dealer will be able to resolve any cable tie issues brought to their attention. Please report to VSB the more that do the more Volvo will fix the problem on your cars.

Taken from VIDA, these part numbers are listed for 2005+ Vehicles and are from the photo I supplied earlier.

(1) Clamp EGR Bracket = 952635;
(2) Flange screw EGR Bracket = 982755

Sure these won't fit your EGR? My EGR Part No. is 36000997

The fix on mine has 3 parts maybe more .... difficult to see.

1/ an insulated "P" clamp (to hold the power steering hose)
2/ screw (to hold the "P" clamp to the EGR bracket)
3/ a mounting bracket that goes behind the EGR valve

I would guess that there are more mounting screws/bolts to hold the EGR bracket in place
