No for emissions and MOT reasons. Yes for engine performance and intake cleanliness reasons.

Have it taken out of ecu with a reprogram. New mot rules may be an issue depending on age of car

From what I read, ANY, interference with the EGR irrespective of age will be classed as a major fail.

Don't know about volvo diesels but I did an EGR bypass on my previous Passat 1.9 tdi. As it was pre 2003 no code came up on the dash. Never any MOT problems either.
Now have a 53 passat and it threw a code when I disconnected the egr so I bought a blanking plate with a 10mm hole in which restricts the exhaust gases but does not cause a code.
I would always recommend egr removal if possible, the amount of crud caused by the exhaust gases in the intake manifold is astounding. I would completely remove mine and have it mapped out if I could afford it.
