Default S60 access to lower fuse block in engine compartment

Does anyone know how to access the loser fuse block in the engine compartment fuse box. I want in to fuse #8 but it's below the main block of fuses. I've released what clips I can see, but it doesn't come up. Does anything need unscrewing?

Question Lower Fuse Box C in engine compartment Access XC60?

I need to access the lower fuse box and cannot figure out how to separate it on a 2010 XC60. Suspect 10 years of crud. If you are dealing w/ the Heater resistor replacement, disconnect the battery when doing so. I shorted the Yellow/Red wire when trying to push in the connector w/ a screw driver.
Any ideas on getting this fuse casing open would be appreciated. Incredible that this design got approved, no forward thinking for service. Would it have been too difficult to put a couple jack screws, a hinge or something in the housing?

Just trawled thru my Haynes manual and unfortunately it does not mention how to get the two parts separated
