Should be. The ESN service runs predominantly from their commercial infastructure. Their coverage has always been excellent anyway - far better than O2. One thing I will say is that if you use a SIM for an MVNO (such as Virgin Mobile) who rent service from the major networks, you may not get the full benefit of their network. Ie if you use a Virgin Mobile SIM you won’t have access to EE’s 800mhz band (which provides much better coverage in rural areas and in buildings, for example.)
As for what On Call uses, I wonder if it’s a Swedish SIM that roams across multiple UK networks or whether they actually install country specific SIM’s in the factory.
