It feels like there are 2 separate conversations here, to be honest...

Did you check the SCU/SCL as mentioned by me and volvo_for_ever? that is usually the culprit. Why would you even try to start swapping CEM and ECU from donor car if its has no chance to work in the first place, as it was mentioned before? Its no wonder car refuses to start if its currently on ECM with different VIN number coded to different key etc.
Put original CEM and ECU back in the car and check Starter Control Unit. If that doesnt help DONT swap CEM around as this wont work and you will only be chasing non-existent issues. it ECM is faulty, the only way to deal tiwh it is either
- order blank in Volvo and get them to code it for you (price of a kidney)
OR
- get a matching one from donor car (must be similar spec) and get it cloned by external company. Only then it will work with your car.

You have had great advice on this.
It is just not possible to change ECU and CEM from another car. I fear that if you put the original ECU back on you may have lost the codes but you could get that recoded.
Not sure how much the car is worth but scrapping for parts seems a big step.

Thanks for the advice much appreciated. I will do that tomorrow and see what it comes up with again I only have a launch 431. But just out of curiosity how does the car know that the ECU key and the CEM and the steering lock and the clocks are not out of the same car when all the parts are from a running Donner car. How can my car still tell is there another unit that's coded to the car?

I cant answer that for sure, I know it seem illogical as you are ultimately replacing thew whole "nervous system" but still - take all additional components that are visible&communicative trough VIDA - most of them require car-coding, like radio, BCM or even steering control unit. Some of those carry VIN+parameters information, when you swap critical parts like CEM and ECU from donor, those parts are trying to communicate to rest of the car but doesnt find matching components, maybe thats why such frankenstein wont work. Bear in mind, P1 is very complicated as for its age and almost every component is somehow comunicating to CEM. Also, most usual answer for a questions on swapping parts is "it has to be coded in dealership", hence all the issues I guess.

I finally got the car back up and running. I kept the ECU kit from the Doner did some more digging and found that the bcm is the part I needed.went back to scrap yard got the pump and fired straight up happy S40 lives again slightly different for automatics. The bcm (abs pump) holds part of the immobilizer

Are you not getting any "anti skid warnings" or similar now because BCM was swapped? I would expect that part needed coding aswell, but maybe not.
Did you try to pull out any codes from the car to see what its reporting now?
