Unhappy Timing issue

I recently did a head gasket replacement on an 06 s40 turbo and Im having issues getting the timing set back properly after reassembly. I used a camshaft locking tool to keep them in the proper place while I set the crank to the proper position, but once I get the belt on turning the crankshaft by hand is easy for a quarter turn and then becomes stiffer and takes some elbow grease to make a full rotation. Is this normal and the engine just needs to be started to get the oil circulating or have I done something wrong?
