Turning off the dstc is beneficial in some conditions as it isn't a proper traction control, it just applies the brake to a spinning wheel to force the other wheel to turn, hence why it feels to hinder progress especially on snowy/icy hillclimbs. It will however help get you moving from a standing start and even better in an auto with winter mode.

I think its safe to add that its not only braking but cutting off the engine, that IMHO is even worse than braking wheels. With all systems on my car sometimes "dulls" itself after a speed bump or during (!) quick takeoff from standstill, usually when you need power the most. Thats why I normally switch it off via console`button when it rains or when I drive on bumpy roads.
Braking of wheels is not that noticeable for me unless I want to have a bit of sideways fun on snow/sand, then its just unbareable.
