It does look shot to me (not that I'm that familiar with them) BUT...can someone confirm that the car will not start if the turbo is busted? I was under the impression that it still might run, no?

Looks as if something (bolt/nut or other metallic debris) has fallen in there and mangled the top bits of the blades. From what I could tell from the photo, it seems that there is some pitting on the walls of the turbo which would confirm my theory. Seen exactly the same damage on two other turbos
And yes pierremcalpine, you are right. A busted turbo would not cause the engine not to start. There must be another issue with the car too.
