Default V50 1.6D - Possible Turbo Control Valve issue?

I've been having issues with a lack of turbo boost for a while now.

I've had the DPF off the car and given it a proper clean with chemicals. I've also had the turbo off and gave it a visual inspection. All seems OK. The car drives much better now but I did notice when the engine is revved and held at 2000 rpm, the turbo actuator is barely moving.

I connected a vacuum gauge to the turbo vacuum pipe to test. At tick-over, it reads about 20inHg. Taking the engine up to about 2000-2500 rpm only sees the reading drop to about 15 inHg. Killing the engine sees the actuator arm retract fully, so there is no issue with that.

Am I right in thinking the turbo boost control valve should fully shut off the vacuum supply to the turbo above about 1000 rpm? (I got this from a YouTube video).

Also, there appear to be 3 pipes on the TCV. I believe these are vacuum in, vacuum out (to turbo) and atmosphere. Is this correct?

i am unfamiliar with the 3 pipe version of the tcv but when my 2 pipe one failed the car was almost undriveable it was jerking and stuttering a new one cured the fault ,try looking on other fourums who use this engine also you may find some info on it .have you had any diagnostic done on the car? as this would show as a code or fault
