The rate of burning is then measured. A rate of burning and travel of the flame must be limited to a distance of 105mm. If the flame stops burning within 60 seconds and travels no further than 51mm it is considered to be OK. ##### Essentially this standard is aimed at people smoking in cars so it is only concerned with the effects of naked flames. It ignores heat sources such as engines and exhausts and perhaps overheating wiring (!)
