Want to thank grr for pointing me in a good direction. But I want to update this old thread with actual fact in my case. In my 2006 D5 AWD the fuse is number 4 which is the bank of fuses on the far right of the fuse box when you are looking at it from in front of the headlights(the single vertical row of fuses). Number 1 is the fuse closest to you and the front head light.

If you are having problems with the diesel parking heater then note that
1. A full stripdown and cleaning of the heater can help, especially if the simple flame sensor is covered in soot
2. If the heater registers too many no-start conditions, it will block further starts until the fault is cleared in VIDA
3. It's a good idea to run the heater every now and them for at least 10 minutes to let it get nice and hot and burn off any soot (if it can)

I have the diesel-burning parking heater but mine has been faultless so far (touch wood)
