Past experience I think the lever adjuster was always in the last half of the thread to get it engaging the hand brake on 2/3 clicks but I've never really been satisfied with the end result, maybe the fixed plates wear and need replacing or perhaps I should have replaced with proper volvo discs

maybe the cables have aged as the years click away at an alarming rate ..

Changed the rear shoes and used a new spring kit to assist with things.
Probably should have changed the discs too, but I wanted the car back on the road today.
I’d changed the shoes about 90,000 miles ago, and whilst they weren’t in a desperate state, they were worn somewhat. Handbrake works perfectly off of three clicks so it all seems perfectly effective.

Finally got round to adjusting the cable at the lever, it does look like its about all the way out now although it didn't stop adjusting yet, however, I did make about 3 full turns and whilst it did tighten the lever somewhat, it made no difference to the braking.

What I have noticed is the fact that with the hand brake on, the back wheels can rock on the hub, never known a handbrake do that before, that to me feels like the shoes are really loose in the drum. I didn't dare take them about whilst I was doing the fronts as I only have the parts for the front, rears will be next though and I didn't know if they were going to fall apart on me...

That's completely normal and has been for the last 21 years :-) if you see how it works you will understand why..

Ah... Good to know, thank you, however, I still have very little handbrake issue, ie, pretty much none, when I pull it up during slow drive, (1mph) it virtually does diddly, so looks like I need shoes doing :/

so you have a good lever action now ... hard on at 2 or 3 clicks?
If so try driving along 10 mph and pulling the handbrake on and off to heat it up , when it cools you might need to re adjust see what happens ... failing that new VOLVO shoes and retaining springs and if the drums are rusty inside or pitted new discs as well . when all is good the parking brake is excellent on these .
