The key is built into the timing pulley. You do not need a separate one.

There is a lump and notch to align the harmonic balancer with the pulley. If you haven't aligned them and bolted the balancer on, that might account for the wobble.

The only thing holding it on is the harmonic balancer. It should just pull off once you've removed that.

If the belt persistently jumps off the pulley then something is misaligned.
When you fitted the belt, did you rotate the engine several turns by hand, watching carefully at each pulley to check that the belt was running straight and not creeping off-centre?
Did you remember to re-tighten the nut holding the tensioner after releasing it? It doesn't just hold the tensioner spring position, it also secures the tensioner assembly to the block. If the roller can wobble it throws the belt off.

have you got the right cogs and belt? a 1991 would have square shaped teeth and belt whist around 1993 and later are rounded .

Timing on the B230F is controlled electronically and triggered by the position of the flywheel. There is no adjustment possible. What exactly is 'jumping'?
