Default 2004 V40 1.9TD wastegate actuator

Good afternoon all.
I am a recent convert to Volvo ownership and have only just joined this community so apologies if I have posted this in the wrong place or if I am repeating someone elses thread.
I have a 2004 V40 1.9TD and having problems with the turbo boost.
The turbo still works but makes a hissing sound on acceleration and is slow to build up boost pressure, I have tested the actuator using a vacuum tester, it holds the vacuum pressure but the actuator arm doesn't move at all whilst doing this.
Could a new actuator solve the problem or do you think it is more sinister?
Any shared experiences or advice would be most welcome.

it seems the vane mechanism may have seized in the turbo , can you disconnect the actuator and try to move the arm on the turbo , you might be able to free it .

It would seem that I had my vacuum tester connected to the wrong pipe, have connected it properly now and the actuator is in fine fettle.
