Default Could you identify this part?

In the process of assembling my PV544, we can not identify the part shown in the picture. Ne nuts are factory welded
Will appreciate if you can help me and tell me what it is

When trying to identify a part, adding a scale would probably help...

I'm no 544 expert, but if those are 5/16 bolts, might those be outrigger brackets from the frame for splash-guards?
