Default 2012 V70 D3 towbar wiring problem

I have had a 13 pin dedicated harness fitted by my local garage but he cannot get power. The wiring came direct from Volvo but with no instructions. He has connected all the plugs to the supplied box and installed the supplied fuse but cannot get a voltage to the pins. Is there something missing?

The pin for the fridge only gives power when a load is detected by the module.
Just connecting a multimeter will not give any results.

I found this out from experience by connecting the van to make sure that it works with the fridge.

Have you put the main green 40amp fuse in that comes with the module

I'm surprised the garage didn't have the instructions, I bought the wiring after down
loading the instructions from the volvo website and printing them off for the fitter.
It's all out there.
