The rack itself can't have been fitted 'the wrong way round', but it's possible the rack may have been replaced with a sh one from a v70 or s60 which, given the shorter control arms also have shorter inner or out track rods, can't remember which. The shorter reach of the rods might mean there isn't enough adjustment to set the toe correctly and you're running too much toe-out (wheels look 'splayed' from the front).
Would it be visually noticeable camber? It looks ok and nothing like my old stanced VWs!

If they have fitted the wrong control arms could this cause steering wheel wobble like wheel balancing at 70 mph?

I had wheel wobble when the front control arm bushes were installed backwards, ie narrow end of the wedge facing out, so I'd imagine the wrong arms would do similar.
