Those pictures look like a previous botched repair, no surface treatment to the rust, thin skim of filler followed by topcoat, I would look at sand blasting the whole roof back to good metal but that will be a huge task looking at the corrosion. The vinyl roof looks the easier option once the rust is treated/ removed - Mike

Right both ways, that is a serious infestation of tin-worm, only total eradication and a good layer of rust inhibitant primer will stop it eating your car. Once that is dealt with it will be a lot of work to get a "proper" finish, the cheapest option may well be a VR. but it depends on your relationship with the sprayer, the pro's can be surprisingly good value for money doing what they do best.
