Let's try and the obvious first......
1 - Do you press the button/buttons and hold ?
2 - Have a look here and see if it does this...from about 30 seconds in... https://www.youtube.com/watch?v=2zsWRSEnxaA

Fibaman, mine has the exact fault shown at the start of the video which appears to be the same fault you have. Does yours just jiggle/wizz and wurr when using the fob/dash button yet opens fine when pressing the lever on the tailgate without needing to pull at the same time?

Main Volvo dealer have tried to fix mine but got no where and can't work out why it is happening so have only suggested 'part swopping' of locks etc for which I never even bothered to ask how much.

I am going to try some shims aka 'washers' on the bottom bump stops and see what happens. Watch the start of the video and then just after 8 minutes in.

It is inconsistent which ever way I try it.
I tried a test run to see if there was a consistent error but it opened 4 times in succession and failed on fifth, so no further forward in diagnoses

More than likely that it is the latch mech that needs to be replaced. I’ve gone through two on mine over the course of 220k km. Not an especially cheap part but easy enough to switch out. Just be sure to buy some extra plastic clips for the inside panelling of the tailgate that you will need to take off. The clips are notorious for breaking. I tried new struts, replacing the pump fluid, altering the height of the bumpers, nothing. Latch mech did it. I had same symptoms, mainly it would not open but if I helped it along by manually lifting the handle it would go the rest of the way. The close function always worked.

Battery voltage plays a big part in operation of tailgate,

If its to low or to high it won't operate,

When testing you need engine running or charger connected to make sure battery voltage is ok

Thanks for all the support guys, much appreciated.
I am going to let dealer sort it as the car is under warranty, and I have list of other minor niggles which need sorting as well
