You should certainly be getting more mpg than that; my 185 XC90 gave about 29 mpg when doing lots of short journeys, riding to 35 on longer ones.
Very careful driving could give 40 on a long run.
If your problems started immediately after the engine rebuild, it would suggest that there is a connection. Are you absolutely sure that the timing is spot on? A degree or two out may not make any noticeable difference to how the car runs, but could have a significant effect on fuel consumption.

There are 3 things I check out monitor with Vida.
Water temperature, if this is low or the sensor is wrong it will tell the ecu to give more fuel like a choke on petrol cars.
Air intake temperature, should match ambient temp, if wrong will upset the ecu, and fueling.
Charge air pressure, needs to be done on the road in a high gear going up hill, and accelerate this should give the highest pressure, could indicate intercooler problem or pipework between.
Post some figures of the above, that way we will have a better idea as what's going on.

I have a smaller car also and a bike and I get the bus as often as possible and i walk miles every thance i get. But there are times when the volvo is needed...

Excellent post and I'll try on Saturday..

The reference to timing is a maybe.. it was timed by reference to previous marks.. can vida diagnose timing issues...

What's the condition of the swirl flaps, are they working, and connected up?
Vida will not be able to detect wrong timing.

Swirl valves cleaned and functional. Timing might be the issue... But can I check it with the intake manifold in place...

Having thought about this quiet a bit .... it must be the timing as it is the only thing that could have changes for the worse.... and it was essentially put back using guesswork, and paint marks which can be often be open to interpretation...

I have ordered a pin kit so hopefully mr amazon will get it to me quickly...
