I am guessing you have the phase 2 controls. If yes, what are the exact symptoms? Sometimes, re-soldering the joints of the potentiometers at the back can resolve the issue.

In case you can't repair it, I do have a spare one

Think mine is 1.5 lol.

To start with the fan stayed on all the time full blast, but now they have stopped altogether and I have no blower at all

I am no good soldering, I can send you mine if you want to have a go tho.

How much do you want for it?

I wouldn't ask for anything for resoldering it

However, In your case, I think that it is your heater resistor. If the heater panel was at fault then the blower would be more erratic. Full blast or no air at all, tends to be the heater resistor. See my guide here: http://www.volvoforums.org.uk/showthread.php?t=151801
