I think it's quite a late one - vaguely recall something about the secondary butterflies being part of an emission control system but not certain.

There's a write up in Haynes about them. Fitted for emissions purposes and probably OK if working perfectly but usually replaced by the silmilar one that doesn't have the secondry butterflies. Less adjustments and less parts to seize up etc.
