Just think about it being auto climate but you can select how hard you want the fan to blow, level 3 you won't hear it much, level 4 and above you will if it requires it.
Below level 3 less blow more for in colder climates.

Thanks for the input. I've now set it to Auto 3 and it appears to be sufficient. The manual could be clearer in its explanation. I still believe it isn't necessary to have different levels but now I understand how it works I can live with it..

I said it's not a complication because it's not difficult, perhaps "advanced"
It's not new in volvo's, since at least MY2000 it was possible to limit the fan speed
by turning down the fan speed knob while the AC remained working in Auto mode.
The current method for limiting the fan speed can be seen as a replacement for turning
down the fan speed knob in earlier models.
Butf it is found complicated, set the fan to the maximum speed to your liking and leave it there.

My previous BMW 3-series worked exactly the same way as my Volvo.

Climate is set to auto so it varies temperature of the air, fan speed and direction to up a maximum fan speed you can change. So if you don't like it too noisy you can the maximum to a low level, will obviously take longer to reach the desired temperature.

That now makes perfect sense to me.

I was also struggling to work out why the fans didn't kick in at high speed on my XC60 2015 at the weekend.

A day sat in an unshaded carpark with a dark blue car made for a slightly oven like interior when we returned to the car.

I like to be able to limit the speed of the fan.
On longer trips, my eyes suffer from much airstream, so I keep the fan speed as low as possible.
I do find the air distribution far better in the XC90 than it was in our XC70.
