If you do not press it, it is just position 1.
Really? I will have to try that tomorrow. Maybe I just do it automatically, but I thought that the brake pedal was just to put it in gear.

Turning the start knob without pressing the brake puts ignition on but no 'engine/elec motor' start (would have been called position 1 in the old days). This allows you to do things with the systems without 'starting' the car.
Pressing the brake pedal and turning the start knob 'starts' the car up but as you say, shouldn't 'start' the ICE unless you have a fully flat Hybrid Battery.

If the OP isnt charging the Hybrid Battery then going to 'Start' would start the ICE but the windows should operate when the ignition is just switched on.

As far as the turning once for position 1 and for 4 seconds for position 2, its not something I have experienced in either of my cars, turn without brake pedal pressed = position 1, turn with brake pedal pressed = position 2 (i.e. ICE/elec motor running).

801, if you have a fully charged Hybrid Battery and turn the car on to have the ICE running (in either Hybrid or Pure mode) then you have an issue with your car. If you have selected any of the other drive modes (Constant AWD, Offroad or Power) before starting your car then the ICE should start straight away.

As for your windows, they should operate with the ignition switched on but propulsion not activated. Again, if you need to be in propulsion active mode for your windows to work, there is likely an issue or a software update needed so consult a Dealership.

I kept my foot off the brake and turned the stop start button. The car came to life but without the gear selector displayed so I understand this is what is called position 1.

In this state the electric windows work in my car. I assume it will time out after a period, but initially the windows work.

A quick turn of the start switch without foot on the brake is position 1 with no engine running, it stays in position 1 until turned off, holding the switch for over 5 seconds again with foot off the brake is position 2 (full ignition) headlights etc come on with no engine start. With foot on brake engine starts. (that is how my D5 Sensus car works)
